Unauthorised structures remain an enduring priority for NRAR. In 2023-24 we continued to support the NSW Government's improving floodplain connections program.
The Improving Floodplain Connections (IFC) program was set up to address the scale of unapproved flood works in the northern Murray Darling–Basin. It aims to bring them into compliance with floodplain management plans.
Summary of the campaign
Rural floodplain management plans set the rules for flood work development on floodplains. The rules include what type of flood works can be constructed and where. The rules make sure that flood works are managed to protect life and property, and that flood water gets to ecosystems and cultural assets that rely on flooding to survive.
The Improving Floodplain Connections (IFC) program was established to address the scale of unapproved flood works in the northern Murray Darling–Basin and bring them into compliance with floodplain management plans. Unapproved flood works can impact how water flows across the landscape and have unintended results for both the owner of the flood work and their neighbours. The altered flow can cause erosion or permanently change watercourses. Works may damage a neighbouring property or cut off essential water to others. They may also harm the environment, flood new areas, kill vegetation, or block water from reaching plants or habitats that need flood water.
NRAR’s IFC team carried out 205 works inspections at 113 properties to locate and assess unapproved flood works identified by the Water Group in the NSW Department of Climate Change, the Environment, Energy and Water.
The IFC team prepared a site visit report recording the nature and extent of the illegal works, and their precise location. This report was given to the Water Group to assess in accordance with the relevant floodplain management plan's rules. In some cases, the completion of the assessment involved obtaining licenses to meet compliance requirements. In others, the landholder was told to remove the work.
Where flood works needed to be removed, NRAR worked with landholders to understand the impact of the works on their operations. They also looked at how removing the work could affect the site's use.
Once all facts were considered, the team wrote a report for the determining authority, who directed the landholder to remove the work.

Outcomes
Under the IFC program, 42 flood works were identified for removal and 66 works required licencing and approvals
Once the identified works are removed, positive outcomes are expected including:
- less erosion
- the restoration of water flows to flood-dependent ecosystems, and cultural assets.
- improved floodplain connectivity
- the return of water to downstream users.
Bringing unapproved structures into compliance with the relevant floodplain management plan will improve overall flood flow connectivity. To become compliant, some works may be required to be removed, and others obtain the relevant approval. In some instances, an approval may be issued with conditions requiring modification to the work to ensure it complies. NRAR has played a key role in this. Increased interaction with NRAR staff has also improved landholder knowledge and understanding of the rules around building and managing flood works on their properties. It also helps improve their land and water management practices.
The project involved a high level of cooperation and collaboration between the NSW Government agencies, improving efficiency and effectiveness.
Case study
Harnessing technology
The use of technology in the IFC program has increased NRAR’s ability to find unapproved works. It also improved the efficiency of our on-ground staff. This leads to better and more accurate data collection and better decision making.
NRAR staff used satellites, LIDAR, and floodplain modelling during the project.
Satellites collected imagery of sites across NSW. We then analysed them using desktop mapping and modelling tools to build a picture of works on the ground, including their scope and size.
Detailed analysis of this imagery gave staff advanced warning of what might be in the landscape. It also highlighted what needed to be assessed when they arrived. Once on site, compliance officers used drones to build a complete picture of the works.
Using technology meant compliance officers spent less time at inspections which benefited both NRAR and the landholder. Technology also helped NRAR to predict the environmental impacts of any floodwaters affected by the works and the likely results from their removal.
